Tonga and Fiji Under 19 sides have a good chance of promotion into Division A after coming through Division B pool play unbeaten at the Rugby World Cup in Dubai.
Fiji beat Russia 43-3 to finish top of table with Tonga who beat Georgia 16-9 in second place one point behind on 14 points.
Tonga in their match scored two unanswered tries one each to Paula Havea, and Semisi Manuopangai with Samisoni Fisilau kicking two penalties.
Fiji scored seven tries, with Seremaia Tagicakibau kicking four conversions to put him second on the individual points table six behind New Zealand's Colin Slade on 45.
Samoa will play Ireland in Division A tomorrow.
