American Samoa's Governor has proposed sweeping changes to membership of the government's Retirement Fund.

A bill he has submitted to the Fono would allow contract employees to become members of the fund and also qualifies judges, local government officials, gubernatorial appointees and heads of government authorities and agencies to join the fund.

The bill gives contract workers, members of the judiciary and district, county and village offcials the opportunity to acquire a service credit by paying into the fund the total amount of combined contritutions required of the employee and employer for the years they were not members.

The bill also calls for an annual review of the cost of liviing adjustment for retirement fund members, instead of the present two year review.
