The Insurance Council warns residents in Kaiapoi that a labour and material shortage will slow down rebuilding in the town.
Chief executive Chris Ryan advised a public meeting about the earthquake that patience would be needed in the coming months.
He also stressed that insurance companies will pay out and not short-change anyone.
