Auckland Mayor Len Brown has released details of a 10-year budget, insisting that a city rail loop must remain a priority.
The rail link is forecast to cost $2.86 billion and the council wants central Government to cover about half the cost.
Mr Brown says the council is focussing on projects that will transform Auckland and that includes fixing transport problems.
But Councillor Cameron Brewer says the council needs to focus on core projects and the rail project should be deferred until the Government commits to providing funding.
