Tauranga police have arrested and charged seven people with participating in an organised criminal group.
Those charged were involved in an incident earlier this month when people armed with weapons, described as ranging from large bladed knives to lengths of steel chain and a sword, arrived at a Twelfth Avenue car park.
The police say a 20-year-old man was seriously injured in the head and spent several days in hospital.
Six men and one woman aged between 21 and 39 years from Tauranga have been arrested and will appear in the District Court in Tauranga on Thursday.
