Mark David Chisnall, 31, was just 14 when he committed his first rape, and has since been convicted of several more, with the victims including a 7-year-old girl, an 8-year-old boy and two women in their twenties.

In August, he lost a Supreme Court appeal to be released after his sentence technically finished in April.

Corrections says there is a high risk of Chisnall reoffending, and it is seeking a public protection order, or an extended supervision order, to keep him detained.

Chisnall will appear in the High Court in Auckland via video link from a secure facility at Christchurch Prison.
