A retailers association in Porirura says it can't understand why some shops there are being targeted by groups of teenage girls.
Businesses in Hartham Place say they have been hit by intimidating gangs of shoplifters, some of them under 12 years of age.
Canopy Connection Retailers Association manager Eric Jones says most of the shops there are doing well.
But some have had problems with groups of girls aged between 11 - 15.
