An academic involved in negotiating the Kyoto Protocol says there is no guarantee that countries will act on agreements reached at this year's round of United Nations Climate change talks.
Delegates from 190 countries involved agreed on Saturday at Cancun in Mexico, to set emission targets, create a fund to help poorer nations deal with climate change and take steps to halt deforestation.
Associate Professor Ralph Chapman of Victoria University toldMorning Report there had been some big steps forward.
"But this doesn't get you to a legally binding Treaty of Kyoto Two."
