Rotorua District Council is investigating safety measures at Kuirau Park where a boy fell into a thermal pool on Boxing Day. He died of his injuries a few days later.
The council says it appears the boy climbed over a barrier wall around a small hot pool and somehow fell in.
Parks manager Garry Page says the investigation will focus on the safety fences, and whether different or higher fences would further minimise risk.
Mr Page says the challenge is getting the right balance between safety and access, because higher fences could cause more people to climb them to get a better view.
