The Local Government Commission says it needs more information before deciding whether the Nelson City and Tasman district councils should amalgamate.
The commission heard submissions late last year on the move, proposed by Nelson mayor Aldo Miccio.
The Tasman council strongly opposes a union with Nelson.
The commission says it is seeking more information and expects to make a further announcement on progress in April this year.
