A report on the Vulnerable Children Bill is recommending changes to include another 18 offences that would prevent a person taking care of a child as part of their job.
The Social Services Select Committee received 115 submissions on the proposed bill.
Social Development Minister Paula Bennett says submitters raised important issues that will be included.
Offences such as kidnapping, bestiality and child pornography will be added to the convictions that would stop a person from working alone with children or having responsibility for thm in their job.
The bill aims to get the ministries of Social Development, Education, Health and Justice collaborating more closely to prevent child abuse.
The Child Poverty Action Group says poverty is the real cause of child abuse and the minister should focus on that.
But Ms Bennett said it's offensive to suggest only poor people abuse their children.
She said the bill will help 20,000 - 30,000 children who are being physically and sexually abused.
Just Speak co-chair Julia Whaipooti said many of the new measures don't deal with the real issues that put children in harm's way.
But, she said, her group, which made a submission on the bill, still welcomes the moves.
