The Business Council for Sustainable Development has launched a campaign to improve homes.
The aim is to insulate 1 million houses that it says are cold and damp.
The group says research shows cold houses harm people's health.
It is also presenting research to Government ministers which indicates 670,000 homeowners would pay a loan from an electricity provider, bank or local government to insulate their houses.
The council says this is more realistic than expecting the Government to foot a bill of $22 billion.
