Christchurch annual plan meeting begins

Christchurch City Council on Monday begins finalising its 2012/2013 annual plan.
The meeting is expected to take three days.
Mayor Bob Parker has recommended changes to the draft that could boost a proposed rates rise from 7.5% to 7.63%.
Another issue to be decided is whether or not the council will allow a partial or full rates relief to residents whose properties were left uninhabitable by the earthquakes.
