Wellington city councillors have been told to hold off forming a super city because the capital has more urgent things on its plate.
At a hearing on amalgamation on Tuesday, a director of property firm The Wellington Company said it would be better to look at amalgamation in several years' time.
Ian Cassells said there should be no change yet, because the council had things to fix, such as earthquake strengthening.
The council received more than 1000 submissions on four options to reform local government in the Wellington region.
They include retaining the the status quo, but with more shared services, or merging some services with Wellington, Kapiti Coast, Hutt Valley and Wairarapa councils.
