Four teenaged girls had to be rescued from Wellington Harbour on Monday night.
Police say two were training in a rowing skiff when they fell out.
Their support boat picked them up, but its engine then failed and it was blown out into the harbour.
The police launch was called to the scene and towed the skiff and the boat back to shore.
