Police in Whakatane say a 22-year-old man has drowned at Ohope beach in the eastern Bay of Plenty.
The man was boogie boarding with a friend when he got into trouble about 12.30pm on Saturday.
He was found lying face-down in the water; emergency services were unable to revive him.
