The secretary-general of the Commonwealth Games organising committee AK Mattoo has apologised for what he calls collective failures in their preparations for Delhi.

The organisers have been heavily criticised not only over reports of filthy living conditions in the athletes village but also faulty infrastructure around the facilities.

Many nations including New Zealand have delayed their arrival demanding that improvements be made.

Officials are insisting they are making progress and the chief executive of the Commonwealth Games Federation Mike Hooper says there's more of an optimistic air around Delhi.
