Minister considers changes to police conduct authority

Justice Minister Simon Power is looking at whether the Independent Police Conduct Authority should be elevated to the status of an office of Parliament.

The previous Cabinet accepted a range of changes to increase the effectiveness of the authority, though these have not been passed into law.

The legislative changes could give IPCA investigators powers similar to the police, including search and seizure, tracking, and possibly the power of arrest.

Mr Power said he was keen to see many of the proposed changes implemented, and was interested in the suggestion in briefing papers for the authority to be elevated to an office of Parliament.

He said he will have to take into account the government's freeze on new spending.
