A recent run of fatalities in recreational flying has prompted the Civil Aviation Authority to consider new regulations for the sector.
Six people have been killed in crashes in the past six weeks, all in the South Island.
Three people died in microlight crashes, two while hang gliding and another while gliding. Two of those who died were tourists and were passengers.
The Civil Aviation Authority is investigating the types of accidents and looking for common causes.
The authority's director, Steve Douglas, says safety promotions and possibly new rules will be used to bring down the accident rate.
There were 107 accidents in in 2008, compared with 83 the year before.
