The legislation automatically imposing a $50 levy on criminals has been passed by Parliament, under urgency.
The levy is expected to generate about about $13.5 million over the next four years, and will go towards a victim compensation fund.
The levy will be imposed on offenders upon sentencing.
Every political party except the Greens supported the bill.
