internet service providers must deter users who download copyrighted material.

[b ] Representatives of the music industry have told Parliament that

internet service providers must deter users who download copyrighted material.

The Commerce Select Committee has heard submissions on a bill which requires internet service providers to cut off clients who are accused of breaching copyright.

Lawyer Andrew Brown, representing the Recording Industry Association and Independent Music New Zealand, told the committee the bill removes liability from internet service providers.

Mr Brown says providers are now trying to water down their obligation to terminate or suspend internet access after three offences, saying three warning notices will suffice.

But he says there must be some deterrent, otherwise the bill will be toothless.
