Commissioner for Financial Advisers David Mayhew says a draft code that sets how financial advisers should behave, will be sent to Commerce Minister Simon Power by the end of the week.
Mr Mayhew says approval of the code should be finished by September.
The code will come into force by the beginning of December.
Three members of the code committee,Ross Butler, David Ireland and Gary Young, have been reappointed for another year.
All other committee members were appointed for three years.
