Two suicide bombers killed at least nine civilians and four policemen near a NATO base in central Afghanistan at dawn on Saturday. At least 68 other people were wounded.
The Taliban said one bomber was on foot and the other was in a truck.
Nouses and much of a bazaar were destroyed.
The base was also targeted last year by a suicide bomber on the eve of the 10th anniversary of the 9/11 attacks. Four civilians were killed and 77 US troops were wounded on that occasion.
NATO is due to withdraw combat forces in Afghanistan by the end of 2014.
