Police in London are reviewing security after a man scaled a Buckingham Palace fence to get inside the Queen's home.

Police say the man was found in an area that's open to the public during the day. He was arrested for burglary, trespass and criminal damage.

AAP reports a second man was arrested outside the palace for conspiracy to commit burglary.

No members of the Royal Family were at Buckingham Palace at the time of the incident.
