Police said the bus veered off the road and plunged on to a van below early on Monday in a suburb, Paranaque city, the BBC reported. Local media said most of those who died were on the bus.

It was not clear what caused the crash but local reports cited rain, heavy traffic and speed as possible causes.

"We saw the bus fall from there and it flew, and then it hit the van," shop owner Edith Voluntate said. "When we got close, we just saw a lot of people pinned under it."

A traffic investigator told the AFP news agency that the death toll could rise, because some of those injured were in a serious condition.

The bus company involved had been suspended for 30 days pending investigations, local reports said.
