Flat tax rate proposed by Perry

US Republican presidential candidate Rick Perry has unveiled a plan for a flat tax rate of 20% for incomes and companies.

In a speech in South Carolina on Tuesday, Governor Perry said he wants to reform the tax code, cut US spending and balance the budget in eight years.

His plan would mean Americans can "file their taxes on a postcard" he said.

However, the ABC reports the announcement was overshadowed by news that he is hiring tough new media consultants known for their bare knuckled tactics.

Governor Perry is losing momentum in the polls.

His new look campaign is likely to target Republican rival, Mitt Romney.
