Health bosses are worried patients won't turn up to emergency departments when they need to, as long waits and overcrowding continues.
EDs in most main centre hospitals are working at winter levels of busy-ness and there have been some high-profile incidents of people leaving before they're seen and getting sicker - or dying.
GPs say some patients are avoiding emergency departments but urge them not to make that call alone.
