The New Zealand Maori Council is drafting a claim for around 30 hapu who claim they own the water in their area; The co-chair of the panel set up to do a constitutional review says one of it's hardest jobs will be to get people engaged in the debate; The Minister responsible for Whanau Ora says the policy will make a difference, but it will take some time to fix 170-years of Maori being reliant on government.
