The International Football Association Board (IFAB) will be presented with two possible systems, but officials are in no hurry to implement technology in games.
The UEFA president Michel Platini says he's optimistic that having an extra linesman behind each goal could make the use of technology unnecessary, and IFAB is set to review how that worked in this year's Europa League.
The board will also consider an end to automatic sendings-off when a player denies the opposition a clear scoring chance, and penalty-takers could be banned from feinting in their run-up.
