Equal Opportunities Commissioner Judy McGregor says some Government departments are breaking equal pay laws.
The Human Rights Commission has issued a report compiled after interviewing more than 3000 workers and employers.
Dr McGregor told Nine to Noon the findings show there are discrepancies in starting salaries for men and women and not much progress had been made in solving the problem in the private and the public sectors.
She said it is also clear from research by the Department of Labour that some Government employers are in breach of the Equal Pay Act.
