National would lower state sector job cap

The National Party says it would lower the cap on the number of people employed in the public service.

The party said that if re-elected to government, the cap would be lowered from just under 39,000 full-time equivalent positions to 36,475.

That figure is the same as the number of public servants at present, so the move would not mean further lay-offs.

Speaking in Queenstown on Friday, National Party leader John Key said he was not ruling out further restructuring, such as mergers, in the public service.

"We're certainly trying to increase our technology capability and our IT and that gives us the opportunity to deliver better services at arguably lower cost."

The party says it would continue to look for savings in the public sector, with expected savings of $980 million over three years.

The party's state services spokesman Tony Ryall says changes already made, such as folding the National Library and Archives New Zealand into the Department of Internal Affairs, have saved quite a lot of money.

Mr Ryall said his party would seek more such changes but there was no specific list, and decisions would be made on a case-by-case basis as opportunities arose.

State sector job numbers have been lowered by 6% over the past three years.
